This is the third such message being reported that claims there is a victim compensation fund and that the recipient has been chosen to receive money. What's especially telling (if you get past the atrocious grammar) is that the sender uses Gmail to send the message but uses alum.com, a service where you can create a personalized email appearing from a wide choice of domains.

If that's not bad enough, the United Nations, FBI and CIA have all been cited here as being involved with this effort. As stated in this email (which points the finger at other scammers), the scam artist always claims they have money for transfer, or that they want you to be next in line for funds. Not too far off from what's happening here, now is it?
