Also in the compensation section they mention a 403B plan, which is for employees of non-profit organizations, instead of a 401k plan. A legitimate employer would know that. I also think that a real offer would have a better title than"overseas operator."

You have to stop reading offers like these the moment you get to lines like, "manage cash flow between customers and a company." Especially from someone admittedly overseas. They're banking on the fact that you will believe this is legitimate. They don't provide any information about themselves so you can do any due diligence and check them out. The compensation offered is ridiculous for a part time job. It's just bait. If you read it out loud, you start to realize pretty quickly that no self-respecting employer or recruiter would let this offer go out the door.
