We suspect this is one of those offers where you end up wiring money over to take care of a bunch of expenses that crop up in the process of trying to get hired for this job, to the point where you eventually realize there's no job at the end of it all. We'd consider this a money transfer/mule offer, and not a very good one. The text in the PDF is ridiculous -- no wonder they attached that instead of including it in their spam! You don't need to feel bad about avoiding this one. They deserve nothing less for spamming people with the intent to defraud them.
