Well, we can say with certainty that the FBI would NEVER send a message like this to anyone. Why? It's simply unprofessional. Look at the From line! Look at the contents of the message? Does anything about this strike you as really being from the FBI? We don't have a ton of header information, but even there it shows an origin of Germany.

Let common sense be your guide in cases like this. If the FBI really wanted to talk to you about a questionable transaction, do you think they'd do it like this? Take a cue from the actors who pretend to be agents in FBI shows...it's more likely they'd show up at your door with badges and a pair of shiny, locking bracelets.
